Kazakhstan has taken a significant step toward modernizing its aviation education sector. The Kazakh Civil Aviation Academy and Kent State University (Ohio, USA) have formalized a Memorandum of Understanding (MOU) to deepen cooperation in training aviation specialists and advancing joint scientific and educational initiatives.

How the Partnership Came Together

The agreement was signed by Kairat Zhakupov, Rector of the Kazakh Civil Aviation Academy, and Todd Diacon, President of Kent State University. The partnership builds on productive discussions that began in 2025, with additional momentum generated during January 2026 talks between Kazakhstan's Science Minister Sayasat Nurbek and Kent State's Vice President for Global Education, Marcello Fantoni.

What the MOU Covers

The collaboration spans several key areas:

  • Unmanned Aerial Systems (UAS/Drones) — launching joint educational programs reflecting the fast-growing drone industry
  • Air Traffic Management — developing courses aligned with international aviation standards
  • Aircraft Maintenance — producing technically skilled graduates ready for the aviation workforce
  • Student and Faculty Exchange — expanding academic mobility between Kazakhstan and the United States
  • Joint Research — conducting collaborative studies in aviation technologies, digitalization, and sustainable development
  • Dual-Degree Programs — allowing students to earn qualifications recognized in both countries

The International Aviation University Vision

One of the most ambitious aspects of the partnership is the concept of establishing an International Aviation University in Kazakhstan — a hub that would attract aviation students from across Central Asia and beyond, offering world-class programs developed in collaboration with U.S. academic expertise.
